When I first saw this picture I thought "Oh my god, it's a One Piece - Dick Tracy crossover and Usopp is the main character!". Then I read your description and... well I don't know how my mind jumped to that movie (except for the coat and the hat and the colors and... yeah... sorry, getting side-tracked).
Anyway, it's an amazing picture and an awesome pose. I love the colors and that they are slightly subdued. It gives the picture a vintage feeling (which kind of ties in with my initial thoughts but never mind).
