Does it have a story? It looks like it's supposed to tilt up so it can get firing solutions on enemy starships trying to enter from orbit.

This could easily take on a DreadHulk from the book "Tour of The Universe" without breaking a sweat! Looks like a mobile anti-spacecraft weapon of some kind.
