Ah, how familiar I am with flooding weather. This year we didn't get floods. On Christmas Eve we got thunder, lightning, high winds, and tornadoes. It was scary, but breaking out the chainsaws the next day made up for it a little bit.

Anyway, on to the photo. I am not a huge fan of black and whites where they involve scenery, but I think it's perfect for this shot. It seems to convey the feeling of the flood rather than the liveliness that may (or may not) have shown through in color. You can see a hint of two lines of the mountain range that almost create a gradient effect between the city and sky. The clarity is wonderful, though I feel like the focus is more on the ground than on the umbrella where I'd like to see it. The dirt is somewhat distracting.
