umm I don't know if it comes with all Photoshop versions but I have 7.0, and when I got it it came with Adobe ImageReady, and that lets you make animations... Well obviously it's a little harder than that lol but yeah as far as I know yoy have to have ImageReady... Try going on Photoshop and going in File>Jump To>Adobe ImageReady...
