yeah, but zergs not really trying to start up an evil empire... he just needs cash to focus on his one true love, building things
on his home planet zerg is a grease monkey buy everyone there is always using standard tech(or what would be considered standard tech for an alien race)

BUT, with the wars going on between the NCR and Caesar's legion zerg needed a place to rest his head and people to keep him safe thus leading him to the vault 36 HUB where he can find protection and a way to sell some of his weapons in order to pay people to find him more parts
