My OC Sissy in her summer outfit, to break a little the routine I wanted to give her a second outfit, it's practically her classic outfit, but with some variations

by proportion area i'm assuming you mean the proportions of the figure?
well, in anime/manga the proportions really depend alot on mood and age (apart from SD charas, they have their own rules). so with this head to body proportion Sissy looks fairly young, under 12 years prolly. you gave her a good hair shape for her head. for an anime-styled character she looks a little chubby (since they tend to be overly skinny), but i don't mind at all 'cause it makes her look more like the healthy athletic girl that her clothes indicate her to be. you may want to try making her torso a little bit shorter and her legs a little bit longer, 'cause right now her arms look a little too short, but i think it's because the torso is so long.
as for the details in the clothes. i love that you added the athletic brand emblems to the shirt. and it's nice that you made the orange seams to make it look like jersey instead of just a cotton t-shirt. you should try putting a pattern in her bandana and texture in her pants. that could look really cute!
hands and feet are always difficult to draw. i'm not terribly happy with how i currently draw them either, so the main thing i can recommend is just practicing drawing hands from life, and then looking at the way different anime/manga artists stylize their hands. i guess the main difficulty i'm having with Sissy's hands is that i'm not quite sure what she's doing with them. her feet aren't bad. the ankles could use some more definition, and the sides of the feet are a little too rounded, but the toes look nice.

Yes, that's what I mean, In fact I'm too bad on defining a specific height for eac one of my characters, that's why in one picture you see any of them tall, and in other you see the same character smaller or maybe taller, in fact Sissy is a 14 year old character, and that's what I determined in her first picture, but in the following drawings I couldn't conserve that same height.
About the clothes, thanks, but I have no credit about the shirt 
About the hands it's supposed that with the left one she's holding her waist and the right one is just extended (although it sometimes gives the impression that she's dancing or something similar), and you're right about some feet aspects, I really gotta check it's shape a little more next time.

for 14 years you should make her body larger in proportion to her head. in this pic Sissy is 4 heads tall. an adult is usually drawn around 6-8 heads depending on the style. so at 14 yrs you might wanna try making her 5 or 6 heads tall, and definately make her legs longer.
i sorta assumed that it was mimicing a really jersey. i was just complimenting that you made her wearing something real, instead of a simple tshirt.
with the left hand, it doesn't look like it is touching her waist. to make it look like she's holding her waist you might try a different hand position where the thumb is pointing toward her back. try putting your own hand on your hip and looking in a mirror. does that help?
and the extended hand does look sorta like she's dancing, though if you put a bouncing basketball under it... hehe right now it sorta looks like she's dribbling that white glow.
