The only reason I was able to afford Photoshop was the huge discount you get when you're a student buying it through the university. There's no way I could afford to pay full price for it when I only do art as a hobby.
I've played with gimp a few times, but never enough to get a real feel for it. I'm just more comfortable with photoshop.

I got my Wacom for Christmas a couple years ago. The biggest advantage that it has over the mouse is pressure sensitivity.
If money's tight, there are other brands out there that come with a smaller price tag. newegg sells a few of them. My experience has been all Wacom (graphire 4), so I really can't comment on using anyone else's offering.
One thing that I have noticed is that the Wacoms tend to go on sale at places like BestBuy once or twice a year, usually a few weeks before the new year.
Oh, and one last thing about the tablet: Mine works flawlessly under Photoshop, but has issues with Corel painterX. The brush will occasionally shoot off to the side, trailing paint as it goes. It seems to happen randomly, but less frequently with the driver set to "tablet mode" rather than "mouse mode." For this reason, if you're going to be using painter a lot, a larger tablet is significantly easier to work with.

Lately I've taken a liking to Zig pens for my inking. They're cheaper than the microns, and the ink flow seems a little more consistent. I use V5s for just about everything other than art now. The reason I don't use them for art anymore is that they're not archival (though the ink is better than most pens) and it's not water-fast (it bleeds when ya get it wet).
As for color, ya still can't beat prismas for colored pencils. I'm doing more stuff digitally lately as well; though it doesn't give you the hands-on feel that traditional media do. Still, the ability to adjust tonal values and lighting arbitrarily almost makes up for it.

It's been a while, but if I remember correctly, I used a Pilot V5, and a fine-point sharpie.
Prismacolor colored pencils too.
