i used Apophysis to generate the fractal. Imported that into photoshop and extracted it. Placed it on the picture. Duplicated the fractal layer. Gaussian Blurred the bottom one. Then layer masked opposite parts of both to give it that wispy effect around the edges. That answer your question?
