The reason why Goofy was mad in that scene was because he quickly knew that Max wasn't going to choose the route to Idaho and felt betrayed and used.

I love Goofy in his anger fests; goes to show that he can be a 3-dimensional character as well....
Having to deal with his "delinquent" of a son to top it all off.
