This is certainly an interesting manip. But I think a few things could be improved
The first thing being the sand. Your horse looks well grounded, but it's running, which means the sand needs to move and create a sort of dust. Where the hooves meet the sand there needs to be short little bursts of it, as if it were in water, there should be a few clumps close to where the splash of sand starts, and then scatter them, smaller, as it gets further from the point of impact. There needs to me a little pick of dust and clumps coming from the hoof that is off the ground. This would all give the illusion that the horse is actually moving, because right now it looks like it's just standing there, as if someone just built a statue right there, while the hair shows movement, the ground does not, which makes it seem stiff and still. There should also be some sand scattering where the lighning hits the ground, since it's still impact.
I think the lighting is also a bit off, while the lightning is close to the horse, it's not so close that it would be that bright, and the surroundings would also need to be a bit darker. It also seems very strong for such a small bolt, the only very bright part of it is where it hits the ground, and even that isn't quite bright enough to get such a strong light.
From the view on dA, the definition looks okay, but when I downloaded the full sized image, the shoulder seemed really smudged out and under-detailed. Same with the face, looking at the original photo, I see it's very noisy, but there is still so much detail you could have pulled out of it.
When I downloaded the image I also noticed the outlines around the horse, which were done alright, but the outline on the back of the back legs was a little unnecessary, considering the lightsource is coming from the front a little to the side, and not the full on side or the back.
The taill looks a bit stiff, it could use a few flyaways and loose strands, it also looks a little clumpy and matted up when I downloaded it.
Now, on to stars:
Vision: 4, I can see you really tried to make it a powerful image, but without that added movement of the sand, it takes so much away.
Originality: 3 1/2, I see a lot of black horses with lightning around dA, although you're one of the few who put the lightning hitting the ground.
Technique: 3, The clumpyness of the tail along with the stifness took a lot of points away, as did the missing sand movement and strong lighting along with the lack of detailing.
Impact: 3 1/2, it does give a certain sense of fear or urgency to the horse in my opinion, but with all that missing detail it took so much of the feeling away.
All in all, I think it's a good piece, but with some flaws that stand out way too much.

Ohhh, I see. xD Maybe you should include that in the info? It really looks like sand. nd even so, if it's not fully frozen there should be a few fly away clumps.
