First off, he can't laugh too hardΒ like Evile. He can laugh really hard, but he'll always be able to compose himself straight afterwards.
Second, he's got the majority of the powers of the previous experiments minus their weaknesses.
(He uses each by will just like 627, though up to 3 max at once. Fx, breathing fire, fire spikes with his tail & grow wings to fly with all at once.)
Third, he can swim masterfully both in and under water and breath underwater & in space, he does not need a spacesuit.
Fourth, he's ten times stronger than the combined powers of Stitch & Evile combined.
Fifth, he's capable of perfectly copying any impressive physical moves or strategies after seeing them only once.

But 627 disobeyed Jumba. Surely he had programmed this one to strictly obey him? Being better than 627, it would make sense for Jumba to be careful, and learn from his mistake with Evile.

No, I meant that as a manner of speaking. The idea that Jumbaa somehow has control over 628 would imply some form of controller or "switch" to which 628 could be controlled manually.

Big Joe looks like the type of experiment that could do what hamsterviel has been trying to do for a long time in just a week or maybe a couple of days. Additionally, he looks like the type of experiment that can choose an unlucky female to be his "partner" at any given time

I like the design of 628, although the idea of being to do anything anywhere unbeatable is far too much. The gem on his forehead does make me think of dark psychic powers, though.

Eh, I can't help but find these types of characters unlikeable. It's one of the reasons why I don't like Superman, in order for there to be a good fight something has to weaken him so he can be hurt. I want to see my hero and villains achieve victory and defeat, I want to watch as they crawl in pain on the floor as their enemies boasts in victory, I want to watch them bleed as their life drains from their body and the world around them draws black.
