I imagine the palace staff hated their guts. Both of them, Thor for causing messes whenever he went by carelessly throwing things around, smashing things and starting fights, and Loki for playing tricks on everyone that inevitably caused disruptions in everything and were massively annoying, even though they didn't turn vicious until he grew older.
