Dream

Leader of the council,Dream is a power hungry person who doesn't accept failure from anyone and demands respect from everyone.
He isn't afraid of using any way possible to crush his enemies,including enslaving au's,using amalgamates/beast monsters as weapons,trying to create powerful pawns to beat the rebels.
Two examples being his child Uni/Umbra,and Gabi.
When Dream took over,he consumed most of the golden apples to become invincible.
He was that at first,but when Error came into the picture he seemed unable to find and beat the rebel skeleton,who quickly got others on his side.
Dream has spies all over the multiverse,one of their more important missions is to find out how Error is able to avoid him.
He uses his powers to get people on his side/get them to stay,saying he can make their hopes and dreams a reality if they serve him well.
But,if that doesn't work he'll threaten people to stay,or they'll live a life with no emotions,leaving them as lifeless husks.
He doesn't care for anyone but himself and won't let anyone get in the way of his goals.

Nightmare

One of the first people to join the rebellion,Nightmare uses his powers to weaken Dream's side and make sure his brother doesn't get to the rebels to mess with their heads.
He wanted to leave the council for years after Dream took over,but stayed in hopes that he could change his brother,which didn't really work.
Dream was more..merciful then,so he didn't hurt Nightmare.
When Uni was born,Nightmare often took care of them since Dream didn't seem to care,but as the kid grew he saw them less and less.
Until one day when Classic came to him with Uni in tow and told them to leave,saying he'd make sure Dream was distracted.
Nightmare did as said and joined the rebellion,deciding his brother had gone too far and needed to be stopped.
He still lives in his home AU,in a small area in a deep forest.
Dream cannot enter it as it's filled with protective magic specifically designed to keep him out.

Error

Leader/starter of the rebellion.
No one really knows where Error came from,not even himself.
He just woke up one day in the Anti-void and walked around,looking for anyone else.
Ink was the first one to find him,and though the crazy skeleton was unsettling,Error preferred his company over being alone.
As time went on,Error found he had quite a bit of powers,traveling through the multiverse,messing with it's coding,and these weird string thingies.
He uses the coding power to fix any glitches in the multiverse.

Error met most of the other Sanses,including Dream after the said skeleton took over the council.
He felt Dream's treatment of others and his power hungry nature were going to cause trouble,and he was right.
One of the AU's he visited often was conquered by Dream,and he knew that something had to be done.
He tried getting the others to his side,but most were either loyal to Dream,or too afraid of him to turn their back to him.
But slowly the rebellions numbers grew and they started fighting to stop Dream and bring him down.
The rebellion base is in the Anti-void,which Dream and his group is unable to get to.

Error is a kind soul,a bit naive and always willing to help anyone.
He's also forgiving,as can be seen in both Swap and B's cases.

Swap

Former member of the council,now a rebel and Error's partner.
Swap is a rough guy,he doesn't talk much and prefers to let his actions talk instead of words.
He takes no shit from anyone and will kick your ass if you challenge him.
He carries a collection of weapons on him at all times and is a master fighter/spy.

Swap is one of the newer editions to the rebellion,he stayed in the council under Dream's command because he respected his power.
He didn't think anything else mattered.
Dream send him on an undercover mission,he was supposed to find the rebels,join their ranks before leading them right into Dream's trap.
The plan worked...for the first two parts.
During the time he spend with Error and the other rebels,Swap came to understand that there was more to life than how strong you were.
He saw the damage Dream was doing to their multiverse,and decided to join the rebels for good.
This was a great blow to Dream's side,since Swap knew more than most others in Dream's ranks,not to mention his expertise in fighting and spying,
which he started teaching the other rebels,most of whom were unskilled fighters.
