This is a view looking down onto detail of the points (just one side of the track obviously!), where the rail swivels to open and close the points. It is detail of a tram track, so everything is set within the roadway as with traffic driving over it, nothing can protrude above ground level. Photo taken at a local tramway museum. Hope that helps?
