He’s the rat folk leader of a vicious highway hunter gang called “the ink skins” they prowl the dangerous old roadways and overgrown ruins in the bad lands on planet runaway.
They attack, pillage and kill any and all foolish enough to venture into their territory. The gangs name comes from their leaders strange obsession with stealing peoples body art, it led to the group all adopting the craze to distinguish themselves making them renowned for skinning the tattoos off of their victims and adding them into their own grotesque battle jackets as bragging rights and signs of maniacal achievement or rank among the peers.
