I'm no veteran at digital art, but I do have a suggestion. If you ever want to make something look like it's glowing, then on the paintbrush tool, you can change the opacity. By doing this, you can keep going over layer after layer, slowly making your way outward and away from the object that is supposed to be glowing. I did this in one of my recent requests and thought it looked very cool.
P.s. if you don't have one, a drawing tablet would be a good investment for your digital art career. It helps me do way better than I would if I just used the mouse because if I use the mouse, it slides around on the screen and messes up my drawing. I find that drawing out a sketch on paper and then using that picture as the base of your digital is very helpful.

You certainly tried your best when it came to the hands. It's not perfect - his right hand needs segmentation at the thumb joint - but it's getting there. I recommend focusing on body anatomy as well, as seen in your sketch , since it's your current strong-point.
Digitally, I suggest adding more detail in your future pieces in increasing amounts. For example, black clothing is easy to colour but difficult to shade sometimes. You can add clothing folds and creases and highlight them with reflected ambient light; to that end, you can use low-opacity brushes or thick airbrushes to lightly add streaks of light of different brightness coming off dark black jacket. Since it contrasts with his plain white undershirt, I suggest reversing the order for that one and add shades of grey to creases within.
To clarify, shades are shadows that occur away from the light source, while highlights are reflections that occur facing the light source. You clearly know shades, as seen with your hand, but there's no harm in confirming.
As for his legs, where he should be fading away, I suggest making the fading more gradual, increasing to a blur as it goes lower, but being only slight as it approaches his waist. To this end, you can try drawing his legs with a watercolour brush, then use the blur tool (not always recommended) or a "wetter" watercolour to smear it to a certain extent. Some slivers of blurry ghost-thingies peeling off and melting off in the air can also add to that illusion.

as for his fading away
ya i went overboard with the fading away thing
but he is also supposed to look a bit "glitched" as well
so i'll tone it down next time i draw a gaster

Good job for a second attempt at digital art, it can be difficult to get a hang of. First off, I think my favorite part is the hand on the top right, it's the most detailed and shaded part of the drawing and immediately catches my eye. I also like the addition of the blue coming from the eye, seeing as that wasn't there in your first sketch of this drawing. I'd suggest since you redid the traditional version, to make a layer on top of the sketch and trace your initial drawing so it can be completely digital, since the pixelation around the main part of his body and right hand is rather distracting. Also the positioning of Gaster's right hand is almost right up against the left side of the picture is a bit awkward, moving it over and giving some space between that hand and the edge of the picture would help a lot! Once again, good job for this only being your second attempt at digital art. With more practice, I'm certain you'll continue improving!
