Because it attract a bad kind of attention on a socially awkward character. Fluttershy want nothing more to be ignored and out of the spotlight. By giving them huge breasts, you make sure that their shyness will not result to her alone in a corner during a party. It force conflicts and interactions on characters who otherwise would not have many. Shy characters always risk to have screen time without interacting much without it.
