It's sad that the zoo has that stance on the topic. Most zoos that are accredited in the United States are not allowed to breed white tigers, even if they do bring in more visitors because it's considered irresponsible from a conservation perspective. A true zoo will focus on breeding genetically-stable animals which can contribute to survival plans.
