A cheroot? I don't know if that's exactly right but it sounds like it should be, either way.
And... It all depends, though generally a low opacity + a blending mode like overlay'll do it...
(a brief tut here for starters, might be handy)

No, cheroot was my suggestion, though while it mightn't be correct I think it sounds appropriate enough...
As to the question, it's not always just one texture, sometimes it'll be different ones overlayed over different areas, and either erased into or masked out; it can be a lot better to do that than just stick one over the top. (though it's surprising sometimes how you can get away with it)
