What are you mind in surrounding mesh? Cells in the foreground?
I made it by tutor on [link] , and apply MeshSmooth on one object.

I tried to make something like dust, but I have not know better way.
I applied PCloud in the [link] too, but there are not spheres. There I take mesh of little hairs.
