what program you use to make those lines to look kinda blurry outside ?

I use sai and just copy my lineart layer then turn it onto shade and blur it to my liking in one of the tabs

ok, can I just say WHOA!!! This is what the heck, amazing!!! there's so much flow in the hair and the shading is sharp but like not overwhelming it's freaking incredible!!
