Actually, foxes will jump into snow to get small prey like mice. If the animal is burrowing too far in the snow to dig out, foxes will jump and punch themselves into the snow to try and get further under the ground to get the mice. Or they sometimes pounce for fun.

I don't think he can't enter Little Rodentia because it has high walls.
And In my own headcanon, he used to have some trouble with it but as he grows up he learns to control it. As a police, he uses this skill as a way to catch small runaway criminals that hides underground. But idk, thats just my own opinion
