Dot by dot with a 7px hard brush, using a tablet with the setting for "tablet pressure controls size" checked so I got varied sizes. The bright sparkles are on a layer set to "screen" and the dark ones set to "multiply" with the blended highlights and shadows on layers beneath each.

I'm so glad you like it. I felt almost out-of-practice after not painting for a while. I this may be one of my most detailed dragons yet, though. If you haven't yet, I recommend zooming in on it to see all the details.
