First of all, it's Deoxys. Second of all, Deoxys-Attack has the same Defense and Special Defense as Carvanha, while Normal Forme only has 50/50/50 defenses. Both Formes are banned, in spite of their frailty, but they're way too fast and FAR too powerful for standard competitive Single Battles. To think frailty is what makes a PokΓ©mon explicitly bad is just stupid.
