Well ill be damned variety, though im not sure on the Touhou characters since there really isn't any evil characters in that series. If i where to make a villain organization i guess the leader of it would be Gill from SF3.

(in some anime she looks friendly, in the arcade she kinda like a villain, and in some vnovel she a anti that include some other touhou charactres as well)
