Great concept.. The way I see him would be a historian/record keep for the Autobots. A 'Cpt Peacock' like voice but not that attitude. A more like an old Liberian/Teacher, the helpful kind that gives hints and tips but never fully giving away an answer making you think on what he's said. He rather talk to Einstein instead of Doc or Marty. As Einnie would listen to him without scheming on how to use that advance knowledge or not paying full attention to him.
Weapons: ability to warp time locally. Slow an attacker to a near stop or speeding them up some fast they'd 'rust' to death in an instant.
Limited jump/flight capabilities.
Top speed for vehicle mode: 88.8 MPH
