You start by drawing a picture. Animators call them "frames". When you finished the first frame, you draw a second one that's slightly different (paw out a bit farther, mouth open a but wider, etc.). Then repeat the process with a third, fourth, etc, until the motion is complete.
Then, if you don't have an animation program, upload the frames to a site like LunaPic ([link] ) and there you go.
