Excuse my intrusiveness, but I don't think Antarctica would be a considerably good OC
The canon characters of Hetalia are all based off countries, and Antarctica is a continent
So an OC based off Antarctica would be as insensible as making an OC based off of North America or Europe.
-Of course it's your choice but, I personally think that wouldn't be the best decision for an OC. But Greenland and Israel are good starts.

Well, people use it for states and cities as well as countries, so why not continents?

Canonically speaking, all the characters in the show are countries. There's no Asia or North America. An OC based on Texas or Memphis would make no sense canonically, as both would be a part of America / Alfred. The best they could be is a younger sibling, and even then there's no sense in that.
But speaking on Continents,
An OC based on Asia would, at best, be a parental figure of any Asian Countries. But still, even that makes no canonical sense.
If you want to be creative and inventive and make an OC based on a Continent or city or something, go ahead, it's your OC. However, it wouldn't make much sense in canon terms. The best sense it could make is in an AU, which can be done to better work with your OC.
Either way, do what you like with your OC, I'm not the OC Police or something.
