Sorry about that, currently short on patience.
First of all, the original clip this is from is not mine, and I have no right to give permission to use it.
Second, because this is a stamp meant for DA pages, not a free-for-use icon.
Third, if you really want to use it, it's not that hard to track it down/rip the frames from a video and make an icon yourself.
