If you think it will work with that same foreground setting from that picture you just uploaded, then by means, use it. You know you'll get my approval.
If you had Helena sitting on the railing looking out at the scenery even though she was talking to Leon, you could have Claire sitting on it looking out at the lake with Leon standing behind her to protect her from falling.

I'm definitely going to save the scenery for a later use - I'm sure I can find a way to put Leon and Claire in there... maybe in dress and suit.

That's cool you want to use it, as I said, you will always get my approval, because I know what you're capable of creating with them.
And don't ever feel bad about resizing or edits to my photos when using them, if you feel it is needed to bring the picture idea to life, I have no problems with it at all.
If you ever have an idea for Leon on his own with one of my photos, please dress him in THAT outfit (the China mission outfit).
