Any relationship between these two would be "puppy love" at best, because I agree that they're both too young to know what love really means. But that doesn't mean they can't get along well, or that they don't think of each other as playmates.
Your artwork of Tails and Cream is really cute; Tails, in particular, looks like he's leading Cream somewhere (hence the title, I suppose).
