Its a great program if you see yourself using screen tones. It's honestly the best program for it. If you want to color or pen then Sai is the best. For Effects Photoshop is a must. LOL XD They all have their good and bad points.

Hmm...in that case, what's the best program for a beginner?

Hmmm... well do you have a tablet? And what do you plan to do with it? Make a comic or just make art?

Well here is a summary from my experience.
Photoshop is the most important. Even if you don't have a tablet there are ways to get around the penning in the beginning. Also Photoshop is a complicated program to get use to. It took me around 2 years of practice until I understood most of tools. However when Sai or Manga Studio start to mess up (which happens because these programs have minor bugs.) you can always use photoshop to clean it up or fix it. Just make sure to save your files as Photoshop files even in Sai or Manga Studio.
Sai is the best program for beginners, but you won't be able to type set for a comic or do complicated effects. It's the most affordable program and you don't need a tablet to do decent art in it.
Manga Studio is a complicated program and is difficult to get use to. The only reason I was able to figure out how to work the important functions of this program is with years of practice. It's a must have if you like the screen tone look to your comic. Although Photoshop can screen tone, it doesn't look as good as this program. Since I only work with screen tones in this program I sorry to say I don't do anything else so I don't know how to do certain things, but I know you can typeset, do manga effects, sketch, and color. I just find all of those thing easier in Photoshop.
Lastly a tablet is a MUST! I use to work digitally with only a mouse and it took double the effort and time. I suggest a tablet that runs for 100 dollars. It's a decent size and affordable. MAKE SURE NOT TO LOOSE THE CD OR THE REPLACEMENT NIBS! The cd is a must so your computer can recognize your pressured strokes. The nibs are important because drawing will eventually eat away at that plastic tip and you will need to replace it. If you run out of nibs you can always got to the wacom site and replace them. A more expensive tablet isn't necessarily better, they are just bigger and are harder to do clean nice strokes in unless you have a very steady hand.
LOL I hope that rant helps.
