Hello AmethystSonata!
To do this you use water brushes in Photoshop. To "bend" the water brushes into the shapes and forms you want, use "Liquify" in Filters. Erase any splashes and water that interfere with the entire image. I hope this was helpful. Also B-O-K-E in DeviantArt has a wonderful water brush tutorial.
