I used water brushes in Photoshop. I used "Liquefy" to bend the brushes B-O-K-E at Deviantart has a wonderful tutorial on how to create water creatures Β

Sorry, I'm not trying to steal your secrets, but I've always been curious about how people manipulate fire or water to look like something... what do you have to use/do to do this? (You don't have to answer if you don't want to ^-^)

Hello AmethystSonata!

To do this you use water brushes in Photoshop. To "bend" the water brushes into the shapes and forms you want, use "Liquify" in Filters. Erase any splashes and water that interfere with the entire image. I hope this was helpful. Also B-O-K-E in DeviantArt has a wonderful water brush tutorial.
