Definitely, you can use any version of Photoshop actually.
I always use Photoshop for all my work, both the drawing part and coloring.
It was through PS I learned to color digitally.

Yes, I use a Wacom Intous 4.
Since you said you own Photoshop I don't see any reason why you shouldn't use it.
I highly recommend that you practice and learn to use PS. All you need to know is mostly basic stuff to get started, such as using layers and brush opacity.
There are plenty of coloring tutorials out there that could give you insight in what functions that could be handy to use in coloring your work.
I'd say you can achieve any level/style of coloring in PS, it's all about how well you yourself are at coloring in the end.
