From what it looks like out of the first two episodes that have come out. This rider uses different cards to either gain different forms or gain different rider attacks. the underlying theme for the suit are photo film

they're playing off of the whole 10 seasons/decade theme.

the rider looks more like the classic riders with the heisei flavor into it, love the belt but lets hope he does not depend on the other rider powers that much (he uses cards which gives him the power of the previous riders)

Decade's design is quite strange if i may say...look at the others...they're great..why do toei always bring kamen rider to another strange level? I'm so sad
