Sai sometimes, paint.net sometimes, Photoshop rarely and art rage by miles.
Overlay is the most common filter. There should be only one. The rest like soft light are less intense.

You heard correctly. It's also a very large series, 22 books in total, and most public libraries tend to have a fair sized, if not complete, collection of them. Fortunately, you don't have to worry about where to start or staying in order, each book is self-contained. While they all do share a continuity, there's isn't much overlap (and usually quite a few generations of time) between each story, go grab whichever catches your interest first and dig in!

I only knew what it was from the commissioner... but I am pretty sure I used to read atleast one of them.
