Well I don't think altered color palettes aren't bad, just don't make it obvious that the colors are from that design uwu like for example if a design is a red base with white and yellow spots use the yellow or white as the base and the other colors as the spots, or even throw in different colors. And while you can take inspiration from another design ripping completely from it isn't teaching you anything. Lets say you like a certain aspect of a design like the specific spots or another marking, reference that but find another way to incorporate it into you're design.
There's nothing really stopping you from ripping off other people's work (as here on da they don't care if artists get their work stolen), but the one thing to keep in mind is that you aren't learning anything and therefore not getting any better. You'll always be stuck just ripping off other people's creativity and will never make anything original of your own. And while some people could come up with the excuse of "well my art sucks and I'll never make anything original, as no one likes it therefore that justifies me stealing other people's work" but everyone has to start somewhere. I have older designs that I'm not so proud of but I kept trying and seeing how other people did things and tried to come up with stuff on my own. As they say practice makes perfect uwu
