it's basically something you loan in replace for payment. so say you owe someone fifty bucks. you hand over your wrist watch for collateral- provided the wrist watch is worth as much or more than what you owe. it's basically handled over as a promise that you'll pay someone back. when you get the fifty bucks, you get your wrist watch back.
so ash is handing over his hat, something precious to him, to misty for her to hold until he can pay her back for her damaged bike.

So cute, it should have been a goodbye present, Misty gave him her hankerchief, which he took to Hoenn, and her special lure, which he took to Sinnoh. Not really all that helpful though, i mean brock gave him a knife and fork which he used to climb a wall, life saver!
