This is Riard, he's a jerk. Based off a Chupacabra, thus a bloodsucker, though not literally. Just leeches off of people. He's part of the Ambassadors to manipulate people and works for Jin, feeding him information about planets, ships, targets, etc. Corvid ends up killing him for his rank.
