Because of course Kili and Bilbo need to be close
Bilbo is a sweet, gentle Lilya for the most part... however take away the handkerchiefs, the food or be generally impolite, and you'll have this little fluff nipping and pulling you into submission.
Kili, for his part, is just amused at the Lilya's attempts at discipline.
Don't worry, Bilbo. One day we'll get Harya!Thorin, and Kili will learn how to behave properly
