If this photo was a perfect horizontal horiszon I wouldn't think much of this photo, but the fact you've tilted it gives an effect 5 - 10 times better than if it were perfectley horizontal, nice picture +fav

I use gimp:
Two layers. One normal, one with quite strong soft focus.
The you mix them. You have to play a bit.
