Personality: Elena is a generally friendly girl. She's quick-witted and fun loving, and has a particular fondness of manga and anime. She also has an enormous appetite that rivals that of Ash Ketchum. She aims to be a Psychic Type Master.

The School outfit is very Cute and the Blue is very interesting was she born with blue hair or just Dyed it? anyway the Skirt is a bit boring it need a bit of a touch up but other then that the Picture is Cute and the Character is both Cute and Interesting and I can't wait to see what you'll do with her next.
This is something about your Drawing style the Lines you use and a bit too big it doesn't make any of your pictures bad just looks odd but like I said before Great Picture! Bye!

That's the second thinnest line tool I can use. The thinnest is too thin to use efficiently, which is why I use the second one. And she was born with Mint-Green hair. I'm a bit confused why you think it's blue.
