I'm gonna be completely honest with you. In my early days as a fan I use to think Rocky looked a-little........."naked" wearing just his ballcap in season 1 and one season 2 episode without the vest, especially when they actually made a rubber bath toy of it along with a Captain Turbot figure and the Diving Bell sub XD. But then I gotten use to it and I think he should wear more while off-duty, even when he isn't fully suited up for a mission. Kinda helps him stand out from the other dogs, like it does with Everest for instance ; )
