The occasional semi-random gesture-while-speaking bit is its exact and only purpose! For more complex action, a hand actress would be used in close-ups, while a double would be used for distant shots, shooting them from behind or with their face hidden by hair etc..

Honestly, I didn't start paying attention to Lee until you started her comic. I recognized her, but didn't really know from where. Oh well. So, if she hasn't had her hand off in the comic (recently) then I haven't seen her without it.
