well, that and its easier for people to physically attack rats than ghosts.
the biggest difference in rats and ghosts in horror, rats are either a jump scare or they swarm on a victim, chase you through a basement. Ghosts are the invisible, and/or untouchable things that you have to try and escape from.

Blend in? Blend In?! The lil' pale lady has necromantic nether powers from beyond the veil that could rival a demi-god; who also makes absolutely no effort to hide them with little consequence. How in the nice circles of hell can she blend in?

well a big concern for them should be that she doesn't have to blend in.
They are a large society of flesh and blood mortal (we assume) beings who could fear humans attacking them.
Erma is a hybrid, but what her mother is, is a semi-rare entity that has nothing to fear from like 99.9999% of humans.

As nice and good as it may sound ... your seem to forget that a great deal of us have a natural fear of rats in general that as been inbreed ( the black plague din't help the matter either) that mostly due to appearance.
We tend to shy away at anything that don't look "human" Erma could still get by since she does appear mostly Human, the rat people not so much so they have so much more to problem to overcome...
but here is to hope for the best but prepare for the worse we can offer
