Chloe is not "half human", there is no such thing, she is human, she just have advanced cybernetic prostetics because she have lost her real arms and legs.
Her torso and head are completely organic and like everyone else she have a mom and dad (and as I have been saying for a long time her mother have to be the Captain).
Tell me, doth thou look at people in a wheelchair who have lost their legs and call them "half human" too?

Well, if you have a Car or any devices or machinery that you can't just "buy a new one" scenario. You'll need someone to examine, fix, oil, and such like the human body that needs some few test to see if something bad or good had developed.
