if it was actually dangerous the switch would never be that close to it.
if it was dangerous they would be working on it under class 5 quarantine conditions,
manipulating it from another room with robotic arms, or outside a rubber-glove-quarantine-box
with a positive or negative pressure, Nitrogen or Neon atmosphere airlock.

Can't thou see it? They are so much alike.
But it will also make their rivalry so much more intense.
See Chloe properly don't know who her mother is. But her mother knows. She is an evil techno-pirates that takes what she wants.
But how can a child cyborg hero butt heads with an evil techno-pirate and live? Why would she want to monologue and ultimatly provide her with enough time to figure out a plan and escape when captured?
Because despite their philosophical differences, Chloe is still her daughter so she can't actually make herself hurt her.

Just look at her, she is terrifying. If someone gets that close to her without dying, it is because she don't want them dead.
The big question isn't really whether she is Chloe's mother, it is whether or not Chloe knows.
If she doesn't know, because Chloe were raised by her father, she can go around taunting her, trying to poke her in the direction she wants, in a game of cat and mouse.
But if Chloe is aware, she needs to be more careful what she does.
A question that also would be very nice to get answered is what happened to Chloe, why she lost her arms and legs.
I think it was obvious that it was some sort of accident. I think it happened to Chloe before she was old enough to remember, and that it involved the captain.
I think it drove her parents apart, and her father gained full custody.

look at how much darker he is, Chloe obvious took after her mother. Not just in appearance but also her brash attitude. I don't think her brother is her full brother. He is younger and don't look like the captain at all, so he is properly from her fathers second marriage.

There is no reason she can't be both.
I don't know how many stories featured the hero fighting his or her parent. At the very least it goes back to Sophocles Oedipus Rex, but more famoues perhaps is Star Wars.
For a female hero, it would be more balanced to have her mother be her rival rather than her father, and most often the hero don't know.
But the setup is great, because it will give the villain a very good reason why she wont simply end the hero once she have her in her grasp. It will give her a reason to monologue to taunt, and ultimately to hold back using lethal force.
Because despite everything Chloe is still her daughter.
