Between 24 March and 20 May. That's the time you can also visit the Keukenhof.
A beautiful park full of bulbs and other flowers! www.keukenhof.nl The text of the
site is translated in a lot of languages, so you can choose your own language!\I've been there and had a great time! In the surrounding of Lisse (the town where you can find the Keukenhof) you can see lots of bulb fields.

April (all 4 weeks) is ok for the tulips! Because they plant several layers of tulipsbulbs in the ground, so there will always be fresh tulips!!!
Did you have a look at the website? There are all kinds of flower exhibitions during the months
you can visit de Keukenhof. Maybe that makes it more easy to choose a date (in april) to visit de Keukenhof.
