I love the background, you're one of the few artists that has a cartoonish style and does these amazing backgrounds, yet they never clash with the foreground and characters.

My favorite aspects on this is the solid colors with the alternate yet similar colors to do lighting and contrasts with each area. Then you have the animation lines, which are colors like the objects they portrude.
Wonderful use of white to show the details of the rain and where they land.

I made my own brush and used scattering in photoshop. I think I might of changed the layer style too.
