Very impressive picture!
Seems to be the view through Fleet Street and Ludgate Hill to St. Paul´s Cathedral in the morning light.
In London they have left-hand traffic.
The locomotive is to much modern and not British. The cab window reveals American. Such big locomotives were in use, when horse-drawn carriages in cities became the minority.
In front of the loco-chimney there is a part, which is in the picture extended. It is not the loco-chimney and it is incongruous. At the template it should represent the whistle of the loco. Especially in Great Britain the clearence gauge is so narrow, such big locomotives exploit it utterly.
When you have steam, the steam comes out and may be transparent the first moment. Then it starts to condensate and becomes white. But black smoke is black all the time as long it is concentrated.
The left front wheel of the high carriage seems to be not in line.
